The Department of Administration is authorized to declare buildings and other real estate improvements severed from the land where the continued maintenance or renovation is not economically feasible in the determination of the Department of Administration or where the continued existence of the improvement is inconsistent with the immediate use of the property or where the improvement constitutes a hazard to public health or safety after the approval of the Governor and Council of State.
