04 NCAC 01C .0201. GENERAL POLICIES

  • (a)  Every employee has the right to present a problem or appeal of a grievance free from interference, restraint, coercion, discrimination or reprisal.  This includes any cause for dissatisfaction outside the employee's control or anything connected with his job that he considers wrong.

    (b)  The employee shall be entitled to such time off from his regular duties as may be necessary and reasonable for the presentation and processing of his grievance or appeal without loss of pay, vacation, or other leave time.  When presenting an appeal, the employee may, if he so desires, be accompanied or represented by a person of his own choosing.

    (c)  This policy is intended to provide a means of improving communications between supervisors and employees and establish principles of administration to insure prompt, orderly and fair response to an employee grievance or appeal.
