The site shall be served by rail. Extension of the rail and construction of the rail siding shall be possible without extensive grading or roadbed preparation. Cost estimates of rail construction will be supplemented by cost estimates of drainage, roadbed construction, ballast and "right‑of‑way" acquisition.
