The Department of Commerce, Energy Division, has adopted a state program for the Solar Energy and Energy Conservation Bank, pursuant to Subtitle A of Title V of the Energy Security Act of 1980 (ESA), 12 U.S.C. 3601 et seq. This state program is adopted in this Rule by reference as if written herein word for word. Copies of the state program may be obtained from the North Carolina Department of Commerce, Energy Division, Post Office Box 25249, Raleigh, North Carolina 27611.
