A stock savings institution may be controlled by a holding company by means of a plan of reorganization. This may be accomplished by filing with the Administrator one manually signed copy of an Acquisition Application. For the purposes of filing the application, the applicant shall be considered a holding company, even though it may not yet control a stock savings institution.
