Programs and individual projects will be evaluated and rated based upon but not limited to the following:

(1)           Project feasibility

(2)           Project appropriateness

(3)           Need for the project funds

(4)           Capacity to carry out the project

(5)           Project viability

(6)           Project affordability

(7)           Project benefit

(8)           Market conditions

(9)           Project Technical Assistance/Education

(10)         Geographic distribution.
