10A NCAC 27B .1001. DEFINITION AND GOALS

  • (a)  Definition.

    (1)           Primary Service.  Before/after school and summer developmental day centers are day programs which provide habilitative programming for school aged mentally retarded children.  Services are provided during times that the children are not participating in public education activities and are designed to meet the developmental needs of children such as self help, fine and gross motor, language and communication, cognitive and social skills, in order to facilitate their functioning in a less restrictive environment and to meet child care needs of families.  Before/after school services or summer services may be provided as a component of a developmental day center which serves preschool children, or may be provided as a separate component;

    (2)           Components.  None;

    (3)           Resource Items.  None;

    (4)           Target Population.

    (A)          Moderately, severely or profoundly retarded school aged children.

    (B)          School aged children who are mildly retarded or who are otherwise developmentally disabled.

    (C)          School aged children are those 5 through17 years of age, provided a child turns 5 on or before October 15 of the funding year.

    (b)  This service may be directed toward the goals of:

    (1)           personal self‑sufficiency;

    (2)           preventing or remedying abuse, neglect, or exploitation of children or adults unable to protect their own interests;

    (3)           preventing or reducing inappropriate institutional care.
