The Division's organization and methods of administration covering general and fiscal administration shall follow the assurances set forth in the Three‑Year State Plan for Vocational Rehabilitation Services Under Title I of the Rehabilitation Act of 1973, as amended, covering Fiscal Years 1989, 1990, and 1991. This adoption by reference is made under G.S. 150B‑14(c).
