14B NCAC 01A .0102. PURPOSE OF DEPARTMENT

  • The purpose of the Department of Crime Control and Public Safety is to:

    (1)           provide assigned law enforcement and emergency services to protect the public against crime and against natural and man-made disasters;

    (2)           plan and direct a coordinated effort by the law enforcement agencies of state government and to insure maximum cooperation between state and local law enforcement agencies in the fight against crime;

    (3)           prepare annually a state plan for the state's criminal justice system;

    (4)           serve as the state's chief coordinating agency to control crime, to insure the safety of the public and to insure an effective and efficient state criminal justice system;

    (5)           be in charge of investigations of criminal matters particularly set forth in Article 11 of Chapter 143B of the General Statutes and of such other crimes and areas of concern in the criminal justice system as the Governor may direct;

    (6)           regularly patrol the highways of the state and enforce all laws and regulations respecting travel and the use of vehicles upon the highways of the state and all laws for the protection of the highways of the state;

    (7)           provide national guard troops trained by the state to federal standards;

    (8)           insure the preparation, coordination, and currency of military and emergency management plans and the effective conduct of emergency operations by all participating agencies to sustain life and prevent, minimize, or remedy injury to persons and damage to property resulting from disasters caused by enemy attack or other hostile actions or from disasters due to natural or man-made causes;

    (9)           develop a plan for a coordinated and integrated electronic communications system for state government and cooperating local agencies, including coordination and integration of existing electronic communications systems;

    (10)         authorize state approved missions and supervise expenditure of state funds for civil air patrol;

    (11)         enforce laws relating to the sale, purchase, transporting, manufacturing and possession of intoxicating liquors and controlled substances;

    (12)         provide professional and clerical staff services to the adjunct committees of the Governor's Crime Commission;

    (13)         manage those activities common to all the divisions through centralized control or coordination of purchasing, personnel, property, budgeting and related fiscal activities, planning and programming, public affairs, and emergency communications and special projects;

    (14)         operate a deferred prosecution, community service work program, and victims assistance and compensation program;

    (15)         operate a central repository for information regarding missing persons;

    (16)         provide grants for community penalties programs to provide local sentencing alternatives to prison;

    (17)         provide police and fire protection of Camp Butner and the Town of Butner;

    (18)         perform such other functions as may be assigned by the Governor.
