14B NCAC 06C .0501. REVIEW BY DISTRICT SUPERVISOR

(a) An agent shall submit completed violation reports to the district supervisor. The district supervisor shall review the report and determine that it is free from errors and that the agent's investigation is thorough and complete. The supervisor shall note any errors in the report or indicate areas requiring further investigation or elaboration and return the report to the agent. The agent shall make immediate corrections, modifications, or additional investigations and resubmit the report to the supervisor.
(b) Upon receiving a complete, correct, and thorough violation report, the supervisor shall review the entire file. If he determines that the report established cause to believe that a definite, clear-cut and substantial violation occurred and is set forth, he shall so indicate by dating and signing the report and shall immediately forward it to the director. If the supervisor determines that the report does not establish cause to believe a definite, clear-cut and substantial violation has occurred, he shall return the report to the agent and direct him to take lesser or no enforcement action, as the case may be.
