15A NCAC 14C .0105. CONDITIONS FOR GRANTS

  • (a)  Local governments seeking grants in communities where facilities are sited or are proposed to be sited shall establish a Citizen Involvement Committee on Waste Management to provide a vehicle for public involvement in advising local government on how the money should be spent and in concurrent program development.  The local government shall make its best efforts to assure that the committee represents diverse interests in the community.  In evaluating a proposal for a grant, the Board will review the composition of the Citizen Involvement Committee on Waste Management to ensure appropriate efforts have been made to achieve diverse representation.

    (b)  A 20 percent cash or in-kind contribution must be made by the grantee.

    (c)  The Board will not reimburse expenses incurred on a project prior to the date of the Board's approval of a contract.  Upon signing a contract with the Board, the grantee will be reimbursed quarterly for expenses after submission of invoices and receipts for expenditures.

    (d)  At minimum, an interim report on the funded activities must be provided to the Board with the final expenditure reimbursement request or at the end of the contract, whichever comes first.  The Board may require additional reports on funded activities.  The contract shall set forth the dates on which all such reports are due. A final report must be submitted within 60 days of the completed project.   Grantees shall comply with the provisions of Article 5A of Chapter 147 of the General Statutes regarding audits.

    (e)  Any consultants employed with any grant funds shall be approved by the Board for objectivity and expertise in the selected area for which they are consulted.

    (f)  All billings must be submitted within six weeks after the termination date of the contract or by June 10 of the fiscal year in which the contract terminates, whichever is earlier.  Billings not submitted by June 10 will not be paid.
