19A NCAC 02B .0227. COMMUNITY WATCH SIGNS

  • (a)  The Department of Transportation will cooperate with local law enforcement officials and with the Governor's office of citizen affairs by authorizing the erection of Community Watch signs on state highway rights‑of‑way subject to the following conditions:

    (1)           The location has been approved by the division engineer after a traffic engineering review has determined such sign(s) will not interfere with or impair the effectiveness of official highway traffic control or regulatory signs.

    (2)           Community Watch signs will not be allowed within the fully controlled access limits of right‑of‑way on the State Highway System.

    (3)           The design and size of the Community Watch signs to be placed on State Highway System rights‑of‑way shall be reviewed and approved by the Manager of the Traffic Engineering Branch of the Division of Highways.  To the extent feasible, a standard design which includes the name of the local law enforcement agency shall be used.

    (4)           The cost of the Community Watch signs, the cost for erection of these signs, and the maintenance cost for these signs shall be the responsibility of the person or organization requesting permission to place such signs on the State Highway System right‑of‑way.  Should the Community Watch signs not be properly maintained, the Department of Transportation reserves the right to remove such signs.

    (b)  Requests for erection of these signs will be directed to the division engineer for the appropriate traffic engineering review.
