19A NCAC 06D .0202. PLANNING FOR BICYCLES AND BIKEWAYS

  • Plans for bicycle transportation facilities shall be provided in conjunction with state and federal highway projects under the following guidelines:

    (1)           The intent to include planning for bikeways and secondary bicycle facilities within specific highway construction and upgrading projects is to be noted in the Transportation Improvement Program or in the Secondary Roads Program as appropriate.

    (2)           Plans for highway construction projects along new corridors are to include provision for bikeways and secondary road bicycle facilities (traffic control, parking) where existing or potential bicycle usage is evidenced through local thoroughfare plans or other bicycle traffic data.

    (3)           Plans for upgrading projects along existing highways are to include provision for bikeways and secondary road bicycle facilities where existing or potential bicycle usage is evidenced through local thoroughfare plans or other bicycle traffic data.

    (4)           Planning for bikeway and secondary road bicycle facilities within highway improvement projects along corridors providing access to recreational areas of regional or statewide significance is to receive priority consideration.

    (5)           When bikeways are to be included in the plans of highway projects along new or existing corridors, all types of bikeway improvements (bicycle routing, bicycle lanes, paved shoulder, and separate bicycle paths or bicycle trails) are to be considered for inclusion.

    (6)           When bikeways are to be included in the plans of highway projects along new or existing corridors, all bicycle facilities are to be proposed for inclusion.
