The presiding officer at the hearing shall have complete control of the proceedings, including: extension of time restrictions, recognition of speakers, time allotments for presentations, direction of the flow of the discussion and the management of the hearing. The presiding officer shall take care that each person participating in the hearing is given a fair opportunity to present views, comments, and data.
