04 NCAC 01F .0402. JURISDICTION DETERMINATIONS

Before the department can begin its considerations, it must first determine that the project described is a facility that is an industrial building as contemplated in the goals and policies in Rule .0102 of this Chapter, as described in Coastal Plains Regional Commission Contract No. 10340066 and in an application filed with the Economic Development Administration on August 15, 1979 for funding under Title IX of the Long Term Deterioration Program. While such projects must be designed with flexibility of ultimate use in mind, it must be evident that the structure is designed to serve the needs of a potential industrial prospect which will provide jobs to the community and the state.
